- Accelerating conversion of agricultural land to non-agricultural uses becomes the main issue in agricultural sector development. This paper discusses the phenomena of land uses changes, especially paddy field conversion in Mukomuko Regency, and strategy to control them. Agricultural development in the globalization era needs serious attention and has to be focused on farmer’s welfare. In the legal aspect, effective regulatory measures in protecting the productive agricultural land with penalty of violation should be enacted as a basis of allocating permanent agricultural land and along with mainstreaming agricultural land conversion, especially irrigated paddy field has to be integrated with regional spatial development planning.
