- The aim of this research is to discribe the implementation of SIMDA version 2.1 at Bappeda Office at Kepahiang Regency from the employee’s perception and attitude, preparations which have been done and also from the challenging and supporting factors as well which found during the implementation of SIMDA version 2.1. To answer the questions the researcher use a qualitative descriptive approach with interview and documentation study methods. This research takes samples of 11 respondents who work as employee at Bappeda Office at Kepahiang Regency. The research shows although there was a negative perception from the employees upon the implementation of SIMDA version 2.1, however, in general the employees support the implementation of the application. The preparation of the implementation which have been done are less adequate which become as challenging factors to the implementer. The effort to increase the human resource capacity and to increase the infrastructure are also needed to take into point in order to achieve the same perception from the employees and maintaining the employees’ positive attitude.
