- This study aims to develop learning syllabus Mulok derived from the analysis of the needs of teachers and students. The problem of this study, "How to Develop a Model Syllabus Subjects Folklore Local Content Based on Character Education Elementary Students in Bengkulu City". The measures used to achieve the goal of research is a kind of Research and Development (R & D) from Borg and Gall. Data based on syllabi and teaching materials used, the results of questionnaires and interviews. Data obtained from documents and interviews. Data were analyzed descriptively. The results of the research needed to inform folklore as a source of teaching material. The syllabus is developed will be teaching materials need to include illustrations and exercises that can improve the competence of cognitive, affective, and psychomotor. Folklore characters resemble good and bad characters. Both dominant characters eg: religious, hardworking, democracy, tolerance, respect, caring, peace-loving, and responsible. Suggestions folklore research is the number used as teaching materials need to be improved, documenting folklore should be continued, and experts from various disciplines need to be involved as a validator of teaching materials.
