- The development of the City Park as a form of implementation of Green Open Space provision policy in the development of urban area was very concerning condition as if the construction was not resolved and the finished origin. This scientific research was conducted to know the description of the implementation of local regulations Spatial Planning in realizing environmentally sustainable development in Central Bengkulu Regency. The focus of this research on the implementation of Green Open Space provision policy in urban area development was in City Park that has been built. The method used in this research using descriptive qualitative method with case study approach. This research was carried out from June 5 until July 05, 2017. In the data collection techniques used were interviews, observation, and documentation, with the selection of informants using snowball sampling technique. Data analysis was done based on technique commonly used in communication message that was data collecting, data classification, interpretation of data and meaning of research result. The results of the research was seen from four aspects, namely the determination of zoning, licensing issues, the choice of incentives and disincentives, and community participation. From the aspect was known that in the development of City Park as a form of implementation policy of Green Open Space provision in the development of urban areas in Central Bengkulu the principle of environmentally sustainable development has not been realized maximally. First, in the determination of zoning City Park conducted unilaterally by the government without coordinating with the community. Secondly, the issue of licensing where in the Park construction permit location was not known to the public. Third, the choice of incentives and disincentives given by the government was still too small and does not prioritize the interests of the community. Finally, the participation of the community in the City Park development was still very poor because the government was not transparent about the development planning that will be done.
