- Legal higher education must change the orientation of their students from purely obtaining a degree/certificate (certificate oriented) to mastering skills and knowledge (Skill/knowledge oriented). To face global competition, higher education law must equip students with computer and skill and english (foreign language). Legal higher education must begin to implement a cyber university. At the very least, a cyber university can be started with sharing resources from several universitas. Teaching materials can be develoved together to reduce the cost burden. The quality of each college can be improved together by taking the best lessons. To be able to compete in meeting the needs of employment, students of legal higher education must also equipped with analytical skills. The least able to use the IRAC (Issues, Regulation, Analysis, Conslusion) analysis method that has become a characteristic of the community
