- This research is conducted in order to understand the motives of South Korea in giving development aid to Indonesia. It will focuses on the economic infrastructure development because it contributed significantly to the nation economic growth. The lack of infrastructure in Indonesia has becomes a problem that hampered the economic development of Indonesia. In response to the problem, South Korea as a bilateral partner of Indonesia responds to these needs of Indonesia through the giving of development assistance. The Korean Government commissioned KOICA to distribute its development aid to Indonesia since it has been one of the main strategic partner of Korea�s development cooperation. The method used in this research to find, collect, process, and analyze data is qualitative research method. The data collection of this research comes from the reports of previous research as well as other literature related to the research. According to liberal, foreign aid is seen as a foreign policy tool to promote national interest which in line with the idea of accentuates mutual benefit and cooperation between states in terms of politic and economy. This research shows that there are two motives behind Korea�s foreign aid to Indonesia in infrastructure development. The first motive is economic interest. Foreign aid has contribute to the economic health of the donor country and the recipient, most notably by promoting trade and investment. The increasing amount of trade and investment of Indonesia and Korea has shown that foreign aid has contribute to the economics of both countries. The second motives is the political interest. The strengthening relation and cooperation between the two countries shows the idea of liberalism is cooperative because of central importance to the realization of greater human freedom is increased international cooperation between states and other international actors.
