Therefore, a foreign labor user company have to submit a Foreign Employment Use Plan (RPTKA) to further obtain the Hiring Permit of Foreign Workers (IMTA) upon completion of the requirements file. The methodology used to build this system is the Rapid Application Development Model (RAD). This model is a method that focuses on the speed in system development to meet the needs of users or system owners such as prototyping but has a wider scope. By applying document management can provide easy information for entrepreneurs or companies about the procedure to bring in foreign workers in the company.

Untuk dapat bekerja di Indonesia tenaga kerja asing harus memenuhi standar yang diberikan pemerintah dalam hal ini Kementerian Tenaga Kerja dan Transmigrasi, untuk mewujudkan tertib hukum dalam mempekerjakan tenaga kerja asing diperlukan izin tertulis dari menteri atau pejabat yang ditunjuk. Oleh karena itu, perusahaan pengguna tenaga kerja asing wajib mengajukan Rencana Penggunaan Tenaga Kerja Asing (RPTKA) untuk selanjutnya memperoleh Izin Mempekerjakan Tenaga Kerja Asing (IMTA) setelah melengkapi berkas persyaratan. Metodologi yang digunakan untuk membangun sistem ini adalah Model Rapid Application Development (RAD). Model ini merupakan metode yang memfokuskan pada kecepatan dalam pengembangan sistem untuk memenuhi kebutuhan pengguna atau pemilik sistem seperti prototyping namun mempunyai cakupan yang lebih luas. Dengan mengaplikasikan pengelolaan dokumen dapat memberikan kemudahan informasi bagi pengusaha atau perusahaan tentang tata cara mendatangkan tenaga kerja asing di perusahaan.
