- The validity of the freedom regime space regulated in the Outer Space Treaty in 1967 bring about many countries able to explore freely the outer space. One of the use of outer space is marked with various outer space satelite launching and operation wich may cause a failure and hazard and or big loss on the surface of the earth such as the space shuttle explodes, the rocket does not meet the target or possibly the space object drop down or the debris which enters the earth orbit so that causes a damage for another party. This will create another international responsibility related with the jurisdiction problem and controlled by the launching State to space objects in the outer space
