- North plaza is one part of Kasunanan Surakarta Palace that became one of cultured asset which have historical value. According to development era, north plaza Kasunanan palace Surakarta needed attention so the historical value of north plaza area still protected. The attention can give in revitalization. The research focus on how the strategic plan at department of city planning to revitalize of north plaza Kasunanan Palace Surakarta. This research aims to arrange the strategic plan at department of city planning to revitalize north plaza Kasunanan Palace Surakarta. Identification internal and external factor are used to get strategic issues will be used by department of city planning to conserve the culture preserve especially north plaza. This research method is descriptive kualitative. Technic are used for collecting data are interview, observation, and documentation. Interview have been done with people who have understand with this research problem which is the chief of department of city planning, the chief of building and environmental, the staff of conservation of culture preserve and environmental, and official from Kasunanan Surakarta Palace. This research used purposive sampling to determine the respondent. Documentation is collected from guidelines book that have connectivity with this research. Meanwhile observation that has been used is direct observation it is about condition in department of city planning and north plaza. Validity data that used is trianggulasi data it is to examine the same data from other sources. Technic that used for analyze data is interactive analysis with component analysis are reduction data, presentation data, and conclusion making. The result of the research show that from internal and external environment analysis got the most strategic issue with 36 score from litmus test, it is make corporation with connectivity instansi to optimal the potention from north plaza. The strategic issue become strategic that used by department of city planning to revitalize the north plaza with the strategic programs are: 1) To make institution about management sectors in north plaza area; 2) To create integrity between institutions in revitalizing to make it run well; 3) To improve labor standard in revitalization of the north plaza with effective and flexibel to get an optimal result. As far suggestions is should be formed have to make regional regulation about culture heritage and department of city planning staff provided education and training on culture heritage.
