UMKM development is expected to function as the supporting root in the economic development, so that the attempts intended for the UMKM development are required. Surakarta city having a good potential of UMKM both from the quality and the quantity aspect attempts to develop UMKM sector in its area. The institution authorized to develop UMKM is the Surakarta Cooperatives and SmallScale Business (UKM) Office. In the attempt of developing UMKM, an appropriate strategy is required based on the condition in its area. This research aims to find out how the strategy is applied by the Surakarta Cooperatives and SmallScale Business (UKM) Office and to find out the factors supporting and inhibiting the development of UMKM sector. The theory employed in this research was Management by T. Hani Handoko, Strategic Planning for Social Organization by John M. Bryson, Strategic Management by Hadari Nawawi, and etc. The research method employed was a descriptive qualitative one. Techniques of collecting data used were interview, direct observation, and document recording. The sample was taken using the purposive sampling technique that can also develop into the snowball sampling. Data triangulation technique was used for validating the data, while the interactive analysis technique was used for drawing a conclusion. From the result of analysis, it can be found that the Surakarta Cooperatives and SmallScale Business (UKM) Office only implements the strategy defined by the Central Government that is included in the Strategic Plan of Cooperatives and UKM Ministry. The Surakarta Cooperatives and SmallScale Business (UKM) Office hold such activities as Socialization of Information Support about the Capital Providing for the UMKM, Organization of UMKM Product Promotion, Organization of Entrepreneurship Training, Designing the Policy of UMKM and Facilitation of UMKM Development. The supporting factors include the fund availability or adequate budget, cooperation linking with the stakeholders, as well as the presence of adequate infrastructure. The inhibitory factors include the low entrepreneurship spirit the UMKM’s HR has that leads to the inhibition of such development strategy implementation. The recommendation proposed by the writer for the Surakarta Cooperatives and SmallScale Business (UKM) Office in the term of UMKM development is to increase the number of training activities to instill the entrepreneurship spirit as well as to increase the exhibition activities in order to introduce the products yielded to the society.
