- This research purpose to examine the juridical responsibility of head of office of agrarian and spatial planning or national land agency (BPN) against the emergence of double certificates of land rights and the role of of head of office of agrarian and spatial planning or national land agency (BPN) against the emergence of double certificates of land rights. Method of this research is normative legal research. The approach used are legislative, conceptual and sociological approach. The results of this study are that every use of authority by officials is always accompanied by responsibility. This responsibility as stated in Ministry Regulation No. 11 year 2016 of Land Settlement Cases. The dispute land settlement through mediation by the BPN, is based on legitimate authorities based on legislation.
