- Regional income (both regional transfer funds and local revenues) increased significantly, but it was not accompanied by a significant reduction in poverty and unemployment rates. The regional head as the highest leader in the public bureaucracy in the region should play, therefore, a very strategic role and determine the success of the bureaucracy in reducing poverty and unemployment. Based on these matters, this paper aims to analyze the development of the level of poverty and unemployment and analyze the role of regional heads and their ranks in reducing the level of poverty and unemployment in the study area. This paper uses interview techniques with resourceful persons (including through focus group discussions). It also uses documentation studies on agency reports, legislations, important archives, and many others. The results of the study show that unemployment and poverty in Yogyakarta and Malang generally experience a downward trend. The decline was inseparable from the programs of regional heads in reducing poverty and unemployment, such as the Family Reporting Program, Segoro Amarto Movement, KUBE, and also CSR from several companies in Yogyakarta. For Malang, efforts to reduce poverty and unemployment are contained in the mission of the Government in the Malang City RPJMD 2013 – 2018. Meanwhile, the roles outside the Malang City APBD come from several businesses and banks.
