- Research on the enforcement of consumer protection laws through the implementation of legal metrology in the era of decentralization based on the premise that Law No. 2 of 1981 on the Legal Metrology is a product of the centralized administration. On the other hand, the law is still excisting upon the era of decentralization that began in 1999 with Law No. 22 Year 1999 on Regional Government which was later replaced by Law No. 32 of 2004 and Act No. 23 of 2014. This study is also important both the era of centralized and decentralized remains concerned with the interests of consumer protection. Thus, Act No. 2 of 1981 on the Legal Metrology still has the good aspects of consumer protection. Therefore, this study was conducted to answer two questions: first how the implementation of legal metrology as a form of consumer protection by local governments? Second, what are the factors that contribute to the enforcement of legal metrology? This study is a socio-legal research. This study up on the findings, namely that the implementation by local governments vary, the authority is not the same between the region to other areas, as matters of legal metrology is a matter of choice. Secondly, there is a legal and non-legal factors as obstacles to the implementation of legal metrology affairs, namely the norm factor, the limitation of human resources, the poor facilities and infrastructure, as well as community and cultural factors. It is recommended that the implementation of legal metrology must become a business that is placed in Regency / City. This is in addition carried out based on the Law on Local Government, but it should be stipulated in the Law on the new Legal Metrology.ABSTRAKPenelitian tentang penegakan hukum perlindungan konsumen melalui penyelenggaraan metrologi legal dalam era desentraliasi didasarkan pada pemikiran bahwa Undang-Undang Nomor 2 Tahun 1981 tentang Metrologi Legal merupakan produk hukum pada pemerintahan yang bersifat sentralistik. Setelahmemasuki era desentralisasi yang dimulai pada tahun 1999 dengan Undang-Undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah yang kemudian diganti dengan Undang-Undang Nomor 32 Tahun 2004 dan Undang-Undang Nomor 23 Tahun 2014 maka jelas sistem penyelenggaraan pemerintahan yangmenyangkut kewenangan pemerintah pusat dan daerah berbeda. Penelitian ini juga penting ini penting sebab baik pada era sentralistik maupun desentralistik tetap berkaitan dengan kepentingan perlindungan konsumen. Dengan demikian, Undang-Undang Nomor 2 Tahun 1981 tentang Metrologi Legal tetap memiliki aspek perlindungan konsumen baik pada era sentralistik, maupun desentralistik. Oleh karena itu penelitian ini dilakukan untuk menjawab dua pertanyaan, yaitu pertama bagaimana penyelenggaraan metrologi legal sebagai bentuk perlindungan konsumen oleh Pemerintah Daerah? Kedua, faktor-faktor apa saja yang berkontribusi dalam penegakan hukum metrologi legal? Penelitian ini adalah penelitian sosio-legal. Penelitian ini sampai pada temuan, yaitu bahwa penyelenggaraan oleh pemerintah daerah berbeda-beda, dengan kewenangan yang tidak sama antara daerah yang satu dengan daerah yang lainnya, sebab urusan metrologi legal adalah urusan pilihan. Kedua, ada faktor hukum dan non-hukum sebagai penghambat bagi pelaksanaan urusan metrologi legal, yaitu faktor norma, faktor penegak hukum/SDM, faktor sarana dan prasarana, serta faktor masyarakat dan budaya hukum. Disarankan agar penyelenggaraan metrologi legal menjadi urusan wajib yang diletakan di kabupaten/kota. Hal tersebut disamping dilaksanakanberdasarkan Undang-Undang tentang Pemerintah Daerah, perlu juga ditetapkan dalam Undang-Undang tentang Metrologi Legal yang baru.
