  • This research was carried out at the Office of Bathin Solapan Sub-District, Bengkalis Regency. This research was conducted with the aim of (1) to analyze the Implementation of Sub-District Leadership Functions in Bathin Solapan District, Bengkalis Regency (2) To determine the factors that inhibit the Implementation of Sub-District Leadership Functions in Bathin Solapan District, Bengkalis Regency. Data collection techniques that I use in this study are observation, interview, and documentation techniques. Then the data analysis technique that the writer uses in this study is quantitative descriptive, population and sample in this study consist of (1) Secretary of the District of Bathin Solapan, Bengkalis Regency as many as 1 person (2) Head of Subdivision as many as 2 people who were then sampled using techniques census and (3) Head of 5 people then sampled using purposive sampling technique. Based on the results of research conducted by the author, the implementation of the Camat Leadership Function in the District of Bathin Solapan, Bengkalis Regency has not been implemented well, because there are several problems, namely the Head of Bengkin Solapan District, Bengkalis Regency has not been able to carry out his leadership function properly because Camat rarely attend office and cannot give a good example of the employee so that it affects the employees of the Office of the Head of Bathin Solapan Sub-District of Bengkalis, for example the Camat has not been able to motivate his employees well because there are still many employees who sit around in the office during work hours and there are still many mistakes in the implementation of employee work carry out their duties.
