State University of Jakarta. The purpose of writing this Scientific Work is to find out the planning process of the Village Revenue and Expenditure Budget in the Kalijati Jatisari Karawang Village investigating the obstacles and obstacles in the Implementation Policy of Planning on the Village Budget Revenue and Expenditure (APBdes) in Kalijati Jatisari Village, Karawang. The method used in this research is qualitative method. Data collection techniques used in this study were documentation and interviews. From the results of this study, it can be seen that the planning process that took place in Kalijati Village was in accordance with the existing Regulations, both Permendagri, Laws and Regulations of the Regent, except that the time needed exceeded what was determined. The cause of the delay in the planning process is caused by inadequate Human Resources. This is caused by a low level of education, and also an understanding of the system which is considered less able to understand. The lack of training from the District and District levels is also one of the causes. But, when viewed from other factors such as; equipment resources, resource authority, budget planning resources are considered quite good.
