This paper has a purpose to know about secretary’s duties and authority in General and Protocol Division of Mayor’s Office East Jakarta there are receiving incoming calls, correspondence, arranging the agenda of leadership activities and as an intermediary between the leadership and the parties who want to deal with the leadership. The method used in the research is descriptive analysis with a method of collecting data through observation and literature study. From the results of the writing can be known that the General and Protocol Division of Mayor’s Office East Jakarta is experiencing difficulties in carrying out secretary’s duties in managing the agenda of many the leadership activities and not implementing the authority of the secretary as an intermediary between the leadership and the guest, because the secretary is often outside the office during working hours. To overcome this problem, secretary giving a time lag between the activities of the leadership of one another, and prioritizing the activities of the leadership which are considered more important to be implemented first and applying the 3 components of authority to the secretary in exercising their authority and emphasizing the rules. Suggestions given to company are providing secretarial training to be able to carry out their work properly, and reaffirming regulations regarding prohibitions on employees to carry out activities outside of work during working hours.
