- ABSTRACT Conflict Handlers Land that involves one individual with another individual, as well as between one community group and other community groups, of course requires special handling, as well as parties specifically appointed and authorized to solve land conflicts, namely the National Land Agency at the central level as well as Which is located at the Regency and Municipal level. The handling of land issues through the National Land Agency's mediation agency is usually based on two main principles, namely: the formal truth of the facts underlying the dispute problem and the free will of the conflict party. Therefore, the formulation of the problem in this research is how the conflict management conducted by the National Land Agency of Bintan Regency with the private sector of PT. Sunny Mas Prima Agung with the local community (Toapaya Utara) ?. This study aims to identify, describe and explain the settlement of land conflicts conducted by the National Land Agency of Bintan Regency between the PT. Sunny Mas Prima Agung with the local community (North Toapaya). In the research that will be conducted is descriptive with qualitative approach, which try to interpret the situation or phenomenon and explain the real picture, in this case the object is the National Land Agency Mediation Institution appointed as a mediator in resolving land dispute conflicts between the parties with the parties Local community in North Toapaya Bintan Regency. The conclusion of this research is that the implementation of land conflict settlement through Mediation Institution, on mutual agreement between the parties appointing the National Land Agency of Bintan Regency as mediator in the management of conflict dispute resolution give positive result and there is no harm to both parties.
