- Natuna is an archipelago with high fishery potential,thus attracting the attention of migrant fishermen to enter both legally and illegally As happened to the people of Tanjung Kumbik Utara village who became the fishermen's fishing gallery from Tanjung Balai Karimun, and foreign fishermen who are arrested as illegal fishing perpetrators secured in the North Tanjung Kumbik Utara. Openness of the community in accepting entrants makes the researcher aim to find out the social interaction of migrant fishermen with local communities. By looking at social contacts and communication and the process of cooperation and conflict between the migrant fishermen and the community. In this study the theory used is symbolic interactionism Blumer. This theory shows on the characteristic nature of human interaction. Its peculiarity is that human beings translate and define each other its actions.in this study the method used is a qualitative method with a descriptive type where researchers try to do symptom studies in a state of meaning commonly used in the subject penlitian and trying to explain the real picture of what is studied The result of this research is the interaction between the community and the migrant fishermen using symbol language which is understood by mutual interpreting the meaning through the action and the sign language that is conveyed. related to the process of cooperation, that the form of cooperation occurs on a reciprocal basis because mutual interests have the same and mutually beneficial.The form of cooperation in the form of mutual assistance, giving donations with the community, working the building with a reward, and help each other.While the conflict occurred in the migrant fishermen from Tanjung Balai Karimun with the community because of the actions of Tanjung Balai Karimun fishermen who disturb the community, such as getting drunk, throwing garbage out at sea, stealing and trying to commit obscenity.
