- The research method is descriptive qualitative with sociological approach. To gain research data, researcher used primary and secondary data source. Secondary data was obtained through direct interviews which consists of key informants, they are the village chief, village secretary, three heads of affair, and two headmen. The key informant (Key-Informant) is a village builder of Sidomulyo from SKPD of Gorontalo regency. The research was conducted at Sidomulyo Village Office from December 2013 to August 2014. As the main instrument, the researcher collected, analyzed, interpreted the data, and lastly reported the result. Besides, the researcher also did detailed observation into the smallest things happened in the field. The results shows that efforts in increasing the duties implementation ability and functions of the Sidomulyo Village is already well planned and turning into part of village development work plan (RKPD) which is a training program and technical assistance of village officials in 2015.
