- This study is motivated by the widespread violations of rules and permit that includes sanctions and fines to the offenders, such as: Building Permit, Hinder Ordonnantie, and other Permit. Most of violations are caused by the ignorance of community about the permit. Public Disclosure that regulated in Law No. 14/2008 was originally a manifestation of good governance, so it needs to be seen how far the government has been providing socialization of the regulation, to guarantee the transparency of information. This study uses qualitative descriptive method by interviewing several internal informants in the Integrated Licensing Services Office of Palembang, and the community as a service user of the permits. The results showed, lack of socialization and unfriendly access to the information about permits, lead to violations. Especially for the licensing rules which contains fines to the offenders. It probably allowing for the occurrence of corruption, collusion and nepotism behind the violation.
