- This article analyzes the conflict, negotiations and policy changes in the policy and program of reconstruction of Pasar Inpres I, II, III and IV of Padang postearthquake 30 September 2009. This research would like to question how the negotiations and policy changes in the policy and program of reconstruction of Pasar Inpres I, II, III and IV of Padang? The central themes of this research are democratic policies, negotiations and policy changes, so that the concepts and theories that are used to analyze the problem of this research is the concept and theory related to deliberative public policy, advocacy coalition framework and policy changes. This research was conducted using phenomenological approach in order to explain and interpret the thoughts and actions of the actors involved in the policy and program of reconstruction of Pasar Inpres I, II, III and IV of Padang. This study concludes that the process of democratic policies in the policy and program of reconstruction of Pasar Inpres I, II, III and IV of Padang was patterned after deliberation and negotiation policies, in which each actor can negotiate their interests. After the negotiation, Padang City Government began to soften and change the policies and programs of reconstruction of Pasar Inpres I, II, III and IV according to the desired model by sword
