ABSTRACT The problem of water quality and quantity has become increasingly concerning from time to time. Water crisis, flooding, land subsidence, intrusion and rising sea levels are a serious threat facing modern society today. Destructive behaviour, exploitation of water resources on a large scale, and irregular management of nature makes the ecosystem on earth become unbalanced and ultimately lead to disaster. This type of library research uses the Thematic method (al-dira> sah al-mawd} u'iyyah), with an ecological interpretation approach. From the results of this study it was found that in QS.Al-Mu'minun / 23: 18 there’s an understanding of water resources based on positive and constructive culture of the . The classical and medieval interpretations do not explain in detail and systematically how humans should manage and carry out patterns of relations to water resources. That is understandable because ecological problems are not as severe as they are today. Meanwhile, the interpretation of the modern-contemporary period, the study of the metaphysical point of science has contributed a strong influence in the interpretation of this period. Ecological interpretation will foster ethical-theological principles in attitude, which in the next stage becomes a reference in the management of water resources, while the principles referred to include: the principle of al-'adalah (justice), which does not apply to the destruction of nature and environment. The principle of al-Tawazun (balance). The principle of al-intifa 'dûn al-fasad, taking benefits without destructing. The principle of al-ri'âyah dûn al-isrâf, namely maintaining and caring. The principle of al-tahdits waal-istikhlaf, namely renewal of renewable natural resources. These conservation efforts must be carried out on three solid pillars, namely the political pillar, the education pillar, and the cultural pillar.
