How implementation of provision of green open space by government of Madiun City pursuant to Article 29 of Law Number 26 Year 2007 about Spatial Planning, and 2. Do obstacles and efforts undertaken by the Madiun City Government in providing green open spaces based on Article 29 of Law Number 26 Year 2007 on Spatial Planning.The research method taken by the writer is "juridical sosoologis", the research is commonly called "non doctrinal" for seeing truth by fact, by identifying the effectiveness of law in society. In other words this research is called field research. The approach used in this study is the approach to the substance of regulations that exist in the legislation when applied in the field.Based on the results of the research can be concluded that in the application of provisions of the provision of green open spaces based on Article 29 of Law no. 26 of 2007 on spatial planning, in Madiun still has some problems. The provision of green open space in Madiun can not be done properly, because there are still many vacant land that should be built RTH but used for housing development and shopping center so that the spatial planning in Madiun City is not in accordance with Law no. 26 of 2007 which applies RTH in urban spatial planning should reach 30% either in the form of public green space or private RTH. several factors inhibiting the supply of green space in the city of Madison. The inhibiting factors in implementing the RTH of Madiun City are: (a) the longer land owned by the Madiun Municipal Government is decreasing due to the many lands owned by the Madiun government controlled by private parties; (B) the number of uncontrolled housing developments and the rise of illegal stalls due to the lack of public participation in the development of green open space. To overcome these obstacles, the Madiun City Government, takes the following efforts: (a) the sports field is planned to spread to each Sub City / District; (B) to maintain the existing green open space and avoid the transition of green space functions as a wake area, either in the form of parks, sports venues, or as water catchment areas.
