  • Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR) are important indicators in the field of health in evaluating government performance in improving welfare and improving health. Sutera Emas (Surveilans Epidemologi Terpadu Berbasis Masyarakat) is a breakthrough in the speed of data collection in order to reduce MMR and IMR. The research objective of this program to identify, describe and analyze the implementation and the impact of Sutera Emas program against MMR and IMR. This research was a descriptive research with a qualitative approach. Data collection techniques use three forms, namely observation, interview, and documentation. Data analysis used is interactive data model analysis Miles, Huberman and Saldana with stage data condensation, data display, and conclusion drawing / verification. Based on the research that has been done implementation of Sutera Emas program when seen from the characteristics of implementing such a great role of the leader is already visible from the inside by giving guidance or direction, how to make decisions, how to supervise, as well as accountability. Community empowerment conducted by the government and health workers in every village /urban make the community active in participating. Improving health care facilities and funding budgets is the thrust of this program. Sutera Emas program impact to reduce on MMR and IMR is now seen from the village where research can be said to be effective, but it can not be the measure of success of a program in Puskesmas Kepanjen. Suggestion given for this research Puskesmas Kepanjen should organize activities to regenerate or adding cadre of Sutera Emas to Kepanjen area. It aims to maximize assistance to pregnant women and to maximize the utilization of ICT. Furthermore, the repair or improvement of the server so that no maintenance during working hours and so that data collection can be input even in large quantities
