  • PID is a national program from the Ministry of Villages of PDTT which aims to stimulate villages in developing village development plans through the use of Village Funds (DD) to be more innovative and of quality. This study aims to determine the collaboration of actors in the implementation of the Village Innovation Program (PID) in Carangwulung Village, Wonosalam District, Jombang Regency in 2018. Researchers used Ansell and Gash Collaborative Governance theory which researchers used to analyze program implementation. There are 4 indicators in the theory of collaborative governance, namely initial conditions, facilitative leadership, institutional design, and collaborative processes. This type of research used in this research is descriptive qualitative research. Sources of data obtained are the results of interviews and documentation. The results of this study indicate that 1. Initial conditions: there is a history of cooperation that can encourage and hinder program implementation, an imbalance in the power of resources owned by each actor and the participation incentives of each actor are different so that the initial goal of collaboration is not a top priority, 2. Facilitative Leadership : the village government as the leader in implementing the program does not understand facilitative leadership well, 3. Institutional Design: there are basic rules in implementing the program, the collaboration forum is inclusive and exclusive, there is no transparency that is done by the village government to other actors at the stage of realization of village innovation, there are deadlines that limit collaboration, 4. Collaborative Process: direct communication is not carried out routinely, each actor builds mutual trust in the village government to encourage the realization of village innovation and has committed to the results of mutual agreement, mutual understanding. rsama is carried out by each actor to village governments who do not understand the purpose of PID, the interim result in the collaboration of implementing PID in Carangwulung Village is in the form of village innovation technical training without a strong commitment from the village government to realize the innovations that have been initiated.
