- Children at an early age are a great time to invest in values and basic education that will become a good habit in adulthood. One of the educational institutions is Taman Kanak-kanak (Kindergarten) or Pendidikan Anak Usia Dini (PAUD) Which became the first step in teaching good values to children. The value that needs to be invested is the embedding of habits in maintaining health and safety for the individual. This is related to health problems such as diarrhea and Dengue Hemorrhagic Fever (DHF) which is still a scourge for the people of Malang. In addition to health problems are also safety issues for children. This is marked by rampant cases of kidnapping, violence against children, obscenity and intercourse in recent years. However, educating children is not an easy matter. Children need interesting methods and interesting media for an effective value education. One of the effective media for children is the use of toys. But the toys that circulate in the market today are still less to teach the values of safety and health in particular. Therefore, this study proposes a new game media for children named Ular Tangga Kreatif for Kindergarten (ULTRON). In this ULTRON game, health and safety values for children who need to be familiarized and embedded will be incorporated so that through playing the children will be able to absorb that value. The results of this study are expected to contribute to the development of good habits in children of early age. This research uses integration of Analytic Network Process (ANP) method and Green Quality Function Development (Green QFD) which 60 parents of TK/PAUD students are used as samples of open questionnaire and conceptual test. In addition there are also three expert samples for ANP method, principal of kindergarten and partner of ULTRON maker. The results of this research conducted using ANP and Green QFD analysis are the customer's main priority. Customer’s main priority is production cost and ULTRON manufacture material. The final product result after the development and testing of the concept is the mat material of flexy with high resolution printing. The outer material uses fiberglass, the dice used is made of biodegradable plastic PLA (Polylatic Acid). Length, height and width dimentions of the mat, skeleton and dice are 2 x 2 x 2 meters, 2.2 x 2.2 x 2.2 meters and 20 x 20 x 20 centimeters, respectively. While the packaging material is biodegradable plastic polylatic acid and the dimensions are P x L x T: 60 x 60 x 60 cm. The shape of the handle is a semi-circle and 20cm in diameter and made of rubberwood. There are also 20 value priorities that will be incorporated into products such as practicing caution with strangers and practicing no eat carelessly. Results of product testing in the form of distributing questionnaires to 30 respondents parents of kindergarten students also resulted in 54% of respondents gave a statement I would buy and 3% said I definitely would not buy. This shows the interest of parents and also kindergarten teachers to buy ULTRON and provide a pretty good prospect for ULTRON product development.
