- KPC is a mining company in East Kutai, Self-sufficient Village Program is a mine closure plan 2021. In the process of regional development KPC takes the role as a catalyst, to encourage the independence of the region. Especially at the village around the mine, then the seven programs are formulated in implementation and adapted to the direction of regional development from the district level down to the village level, is also considering various national and international issues. The seven areas of the program is Improvement of Government Institutional Capacity of village and society, Improvement of Sanitation and Public Health, Education and Training Improvement, Agrobusiness Development, SME Development, Natural and Cultural Development and Improvement of Infrastructure. Self-sufficient village program to strive for independence of the village is getting stronger so that gradually able to serve and meet the various needs of the community and be able to explore and develop all their potential to increase village productivity. This study uses the theory of community development by Jim Ife. The process of data collection is done with interview, document analysis, and literature. The type of this research is descriptive qualitative research. This research was conducted in Dept. Community Empowerment and Desa SwargaBara. The village became a priority region RING 1 with the distance 200m from the company. The results showed that in the community empowerment of Desa Swargabara, the development of economic, social, cultural and environment is appropriate to CSR KPC strategy in 2021, and the principle of empowerment as a whole has implemented the company in realizing the independent village program at Desa swargabara.
