- On 6 August 2014 Federation of Russia issued an embargo policy toward European Union (EU). This action taken by Russia following the sanctions imposed by the EU and United States related to the Russian intervention on Ukraine’s crisis. This thesis is concerned with the effect of President Vladimir Putin’s personality on the resulting Russia’s embargo policy toward EU. This qualitative study use Margaret G. Hermann theoretical framework to analyse Vladimir Putin’s personality, leadership and foreign policy behaviour. This thesis examines not only Margaret G. Hermann theroretical framework but also the powers of President in Russian Federation political system that issued embargo policy. This thesis finds that Vladimir Putin’s personality and leadership was main role in determining how Russian Federation foreign policy outcome.
