- This study aims to clarify the role of social movements in the case of the resistance movement committed to the policy community Perwal number 35 of 2013 on the implementation of a one-way path in the circumference of Brawijaya University, Malang. Social movement is considered as an effective force in encouraging the creation of political and public policy changes. Researcher use the theory of public policy and social movements as the basis of analysis to determine the stage on which to base policy implementation, as well as social movement theory to analyze the development of the movement to realizing their demands. The type of research is qualitative descriptive, using purposive sampling method. As well as methods of data collection which includes primary data sources (observations, interviews) and secondary data sources (documentation). The results of the study indicate that factors influence the development of society in suppressing resistance Malang City Government to repeal the policy, include the political opportunity structure indicates openness access to the political system and then mobilization of resources indicate to the role of actor movement to mobilize internal resources and external networks, and framework framing used to frame the issue as a driving force for the movement of resistance.
