- This research is a description of how the management is carried out by the Padang City Population and Civil Registration Office and Koto Tangah District, in managing the administration of migrants in the city of Padang. The method used in the process of this research is a qualitative research method with an inductive approach. Data collection techniques used by the author are observation, interviews, and documentation. This research covers the process of managing the population of migrants, barriers to managing migrant populations and the efforts made by the Population and Civil Registration Service in managing the administration of immigrants. Data analysis was carried out by Interactive Model Analysis. The results obtained from this observation are the process of managing the inhabitant population which is carried out by fulfilling the administrative requirements which are then processed by the servants namely the Population and Civil Registration Office and the Koto Tangah District. From the results of the study it can be concluded that the obstacles encountered in the management of migrants are the delay in the community in reporting. The efforts made by the Population and Civil Registration Service in overcoming this problem by conducting socialization between devices through the District and Sub-District to convey to the public.
