- ABSTRACT Achievement of objectives in the performing of village government administrative services in Cikeruh Village and Sukamantri Village not effectively characterized by the symptoms of people who were less satisfied with the administrative services organized by the village government. Based on this phenomenon, the prepared formulation of research problems which was why the Government of the Village has not been effective in peforming administrative services, with the aim to find the factors that determine the effectiveness of village government.The method used was qualitative method with an inductive approach and strategy grounded research. In this qualitative research methods data sources were informants or parties who understand and know the problems of research with the snowball method. The informant was comprised of key informants that the village government officials (Village Head and devices as well as members of BPD), village government stakeholders such as local government, District, Council, as well as rural communities.Overall results showed that the implementation of administrative services in Cikeruh Village and Sukamantri Village yet achieved can be seen from the aspect of setting up and maintenance of the authority. Not yet achieved these objectives with regard to several factors, among others, leadership, authority, organizational structure, personnel resources, finance, facilities and infrastructure, the management of, organizational culture, policies from upper government, guidance and supervision, as well as community participation. These factors are grouped into a system approach based on internal factors or factors that originate from within the organization and external factors or factors that come from outside the organization. From the results of these studies conclude that the ineffectiveness of the village administration in the implementation of administrative services by several factors, both inside the organization (internal) or from outside the organization (external). The new concept of this research is the effectiveness of village government with new findings public participation factor.
