This study aims to analyze the socio economic condition and the expenditure of poor households to formulate the most appropriate policies of poverty alleviation in Indonesia. Data were collected through questionnaire, interview and observation to 648 poor households in 18 villages in Purbalingga district. This study finds that most poor households have the household heads in productive age but having limited choices to earn income due to low education level, having only small plot of cropland, and limited skills out of farming sector The larger parts of their expenditure are used for food needs, mainly rice, tobacco and vegetables. The non-food expenditure mainly consists ofeducational cost, party cost and house reparation. The recommended policies ofpoverty alleviation consist of eforts to reduce the expenditure of poor households through stabilization of food price and the imprcvement in implementation of Raskin program, Program Indonesia Pintar and Program Perbaikan Rumah Tidak Layak Huni. To increase the income ofpoor households, the government needs to revitalize agriculture sectors by changing the foning commodity fromfood crops to cash crops.
