- Bureaucratic reform is part of the mental revolution movement that is being intensively carried out in Indonesia. Bureaucratic reform has a strong foundation stipulated in the Minister of Administrative and Bureaucratic Reform Regulation No. 11 of 2015 concerning the 2015-2019 bureaucratic reform road map that aims to create good and professional governance management both at the central and regional level. This research was conducted to see if Regional Development Planning Agency of West Sulawesi Province in implementing bureaucratic reform, especially for Apparatus Human Resource, the obstacles that exist and efforts in overcoming them. This study uses a qualitative method with an inductive approach to provide an overview of facts and data that occur in the field through data collection techniques (observation, interviews and documentation). Furthermore, the datas obtained are being analyzed using Muchlis Hamdi's theory (2014:106) through data reduction, data presentation, and conclusion drawing. The results of this study proveRegional Development Planning Agency of West Sulawesi Province in implementing bureaucratic reform of apparatus resources has been good but not optimal. In this case, there are several obstacles in implementation of apparatus resources bureaucratic reform, including: lack of technology utilization, lack of employee competence and lack of gifts for employees. As for efforts to overcome to implementing bureaucratic reform of apparatus resources include: supervising and evaluating, increasing employee competencies, and providing additional income.
