- The claim proposal toward the health patient service of social health insurance proposed by Palembang Community Health Center to the Palembang City Health Office. From 38 health center Palembang City just there are six community health center that there is no difference between proposal and approval claim social health insurance community health center on March 2009. The objectives of this study was to find out the causal factors of the difference between the number of the claim proposal of social health insurance and the approval from Palembang City Health Office. This study was a descriptive research with a qualitative approach. The method used in this study was indepth interview and observation. To see the validity information got, validity test used is triangulasi and than the result presented by naration form. The result showed that the difference number of social health insurance claim of community health center was influenced by 3 factors, they were administrative involvement, administrative service, and administrative finance. In administrative involvement there are 263 patients, administrative service there are 87 patients, and administrative finance there are 139 patients from 70.657 patients social health insurance on March 2009. The different number in administrative involvement caused data was not complete, in administrative service caused measure and diagnosis nothing or not suitable, in administrative finance caused measure cost was remanded not suitable with territory regulation (Perda) or lack ticket. The suggestion of this study was the socialization to community health center should be done comprehensively to all community health center officers, particularly to health center related to social health insurance program so that they would understand about how the proposal claim could be approved by Palembang City Health Office.
