- Principles of good governance consist of written and unwritten rules and those should serve as directives guiding government officials in the performance of their public duties. The progressive character of administrative law centered on such norms or principles of good governance developed from morality, custom and ethical values and sense of fairness. Gaps and shortcomings found in legal rules are expected to be compensated by government officials applying those well established principles. Nonetheless, in legal practice, much depend on human actors – the primary users of such legal rules and principles – and their understanding of such rules.
