- Indonesia has many public problem, now. The problems are about public affairs and public interest such as economics, politics and governance. It was come caused by world globalization cricis. The role of government is very important to solute it. Governmant mus be do the effective policy to design strategic policy, especially, in manpower problem. Manpower problems appea coused by the disable of gpvernmant function to create working chance in many public sectors. The implemantion of decentralization is not relevant with local needs. In this context, local government must be di the outonomy has given optimally. Decentralization can be a means of overcoming the several limitation of centrally controlle national planning by delegating grealer authority for development plening ang management to official who are working in the field, closer to the problems. Decentralization to regional or local government allows official to disaggregate and tailor development plans and programs to the needs ofheterogeneous regions ang groups. Local Government is important instrument. Governmet legitimacy, however, ultimately comes from the people, who assign authority to the formal government, allocate its resources and hold it accountable, Legitimacy for the government must derive from the people and not from the constitution. Political accountability is the ability of government to be resvonsive to individual differences, situations, and locality prefences.
