- The role of public organization in devoloving countries are not oriented to citizen interst. Public organization implements their goals based on power paradigm. At least, public aspiration still to be the difficult agenda. In outonomy era, It is better if government can change their bureaucration action to to fleksibel process models and not to based on bureaucratic polity. This article try to explain ang propose the choice of public organization development. The goals are how to make democratizion, transparency, clean and good governance in imaging the public sector task.
