- This study outlines the governments efforts to reform Gorontalo province in the internal bureaucracy to build local government bureaucracy through the implementation of performance-based incentive system of regional performace benefits (TKD). Application of TKD will bring consequences to encourage the spirit, responsibility and job performance of each employee and assessed based on performance. For those employees have a high responsibility on the job and performing well based on the mechanism and standards that have been determined will get a regional performance incentive allowances (TKD).
