- Abstract: The purpose of this study is to improve learning outcomes Citizenship Political Culture material with the application of Explicit Instruction learning model. The subjects were students of class XI IPS 4 SMAN 1 Kisaran in the academic year 2014/2015. Based on initial tests were obtained average value of student learning outcomes 56.51. Mastery learning students were 11 students (33.33%). In the first cycle increase student scores classically known that the average value of learning 65.15. Students completed a total of 17 students (51.51%). Cycle II sum of students who completed 28 votes (84.85%) with an average value of 77.88. It can be concluded that the explicit instruction learning model can improve student learning outcomes in the subject matter Citizenship Political Culture in class XI IPS 4 SMAN 1 Kisaran in academic year 2014/2015. Keyword: explicit instruction, citizenship, political culture Abstrak: Tujuan penelitian ini adalah untuk meningkatkan hasil belajar Kewarganegaraan materi Budaya Politik dengan penerapan model pembelajaran Explicit Instruction. Subjek penelitian adalah siswa kelas XI IPS 4 SMA Negeri 1 Kisaran tahun pelajaran 2014/2015. Berdasarkan penelitian diperoleh tes awal nilai rata-rata hasil belajar siswa 56,51. Ketuntasan belajar siswa sebanyak 11 siswa (33,33%). Pada siklus I peningkatan nilai siswa secara klasikal diketahui bahwa nilai rata-rata belajar 65,15. Siswa tuntas sebanyak 17 orang siswa (51,51%). Siklus 2 jumlah siswa yang tuntas 28 orang (84,85%) dengan nilai rata-rata 77,88. Dapat disimpulkan bahwa model pembelajaran Explicit Instruction dapat meningkatkan hasil belajar siswa pada pelajaran Kewarganegaraan materi Budaya Politik di kelas XI IPS 4 SMA Negeri 1 Kisaran Tahun Pelajaran 2014/2015.
