- Homogenity of native group in marginal level and non-native group in very high level suggest that the small and medium enterprise development policy must have variation, having looked at gap charactersitics on each homogen group. Mix educational path of native and non-native small and medium enterprise must be done for learning process and integrated path, at least by joint field job visit system.
