- I think we would all agree that the world has become a little more complicated and much more technologically oriented. Our potential enemies have the capability to move well equipped forces in a very rapid manner. We're continuing to lose ground across the board with respect to force ratios. All of this is putting a tremendous premium on improving the C3I capability of our tactical forces.
