- Laporan masyarakat dengan substansi pertanahan, menempati dua besar laporan terbanyak yang dilaporkan kepada Ombudsman Republik Indonesia Perwakilan Provinsi Lampung tahun 2018-2019. Sebagai lembaga pengawas eksternal pelayanan publik di Indonesia, upaya penyelesaian atas laporan tersebut menjadi bagian dari tugas Ombudsman, maka penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Efektivitas Ombudsman Republik Indonesia Perwakilan Provinsi Lampung dalam Penyelesaian Laporan Pertanahan dengan register nomor: 0018/LM/V/2018/BDL. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan melakukan wawancara kepada pihak internal Ombudsman Republik Indonesia Perwakilan Provinsi Lampung, pihak pelapor dan pihak terlapor, serta melakukan studi dokumen dan observasi. Hasil dari penelitian ini diketahui bahwa belum terdapat jangka waktu dalam penyelesaian laporan, sarana dan prasarana yang menunjang proses penyelesaian laporan belum ideal, serta terkait peningkatan kapasitas asisten Ombudsman belum dilakukan secara berkala dan sesuai jenjang jabatan. Sementara itu, terdapat faktor-faktor yang mempengaruhi efektivitas penyelesaian laporan register nomor: 0018/LM/V/2018/BDL, yaitu belum adanya struktur organisasi sesuai dengan tugas pembidangan, terdapat sikap tim pemeriksa dalam berkomunikasi yang tidak efektif menyebabkan proses pemeriksaan tidak optimal baik kepada pihak terlapor maupun pelapor. Namun demikian, kebijakan tindakan korektif yang diberikan kepada Kantor Wilayah BPN Provinsi Lampung memiliki pengaruh yang signifikan, sehingga laporan tersebut terselesaikan dan ditutup. ABSTRACT The society report on land subject, is placed on the top two of major report which is addressed to Ombudsman Republic Indonesia Representative of Lampung Province in 2018-2019. As the external advisory board of Indonesian public service, the accomplishment effort on the intended report becomes the part of Ombudsman task, thus this research aims to describe and to analyze the effectiveness of the Ombudsman Republic Indonesia Representative of Lampung province in the Accomplishment of Land Report on registration number: 0018/LM/V/2018/BDL. The research method which is used is descriptive with qualitative approach. The data collecting technique is conducted by using an interview with the internal party of Ombudsman Republic Indonesia Representative of Lampung Province, the reporting party and the reported party, and is conducting the document study and observation. The result of this research is a confirmation that there is an unknown estimated time in the accomplishment of the report, the unideal supporting facilities and infrastructure to accomplish the report, and the improvement of Ombudsman’s assistant capacity has not been conducted regularly and in accordance with the position level. Meanwhile, there are many factors which influences the effectiveness of the accomplishment of the report of registration number: 0018/LM/V/2018/BDL, which is in the form of inexistence of appropriate organization structure with the divisional task, there is an attitude from the auditing team in the form of ineffective communication which causes the investigation process becomes less optimal either to the reporting party and the reported party. However, the corrective action policy which is given to the Regional Office of BPN of Lampung Province has a significant influence, so that the report is accomplished and closed.
