- Pilgub Lampung tahun 2018 diikuti oleh 4 (empat) pasangan calon, yaitu nomor urut 01 (Ridho-Bachtiar), nomor urut 02 (Herman-Sutono), nomor urut 03 (Arinal-Chusnunia) dan nomor urut 04 (Mustafa-Jajuli). Penelitian ini bertujuan untuk mengetahui pengawasan preventif dan represif Bawaslu dalam Pilgub Lampung. Tipe penelitian ini deskriptif dengan pendekatan kualitatif, teknik pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pengawasan preventif yang dilakukan oleh Bawaslu melalui: (a) surat pencegahan, berupa pencegahan pelanggaran yang diberikan kepada seluruh paslon dan pihak terkait. (b) koordinasi antar lembaga dan pihak terkait, berupa koordinasi dengan penyelenggara pemilu, stakeholders dan pemangku kepentingan. (c) rapat koordinasi, sosialisasi dan kerjasama/MoU, berupa rapat koordinasi peningkatan kapasitas pengawas pemilu, sosialisasi peraturan Bawaslu tentang tahapan pilkada, pencegahan politik uang kepada masyarakat dan patroli pengawasan masa tenang. (d) pengawasan langsung, berupa pengawasan langsung di tempat kegiatan kampanye dan tempat pemungutan suara, supervisi pengawasan langsung dan monitoring di semua wilayah kabupaten/kota. Sedangkan pengawasan represif, dengan menindaklanjuti hasil pengawasan preventif berupa penangan pelanggaran seluruh laporan dan temuan dugaan pelanggaran berjumlah 581 (lima ratus delapan puluh satu) laporan dan/atau temuan serta melaksanakan sidang administrasi terstruktur sistematis dan masif atas laporan paslon nomor urut 1 dan paslon nomor urut 2 kepada terlapor nomor urut 3 atas dugaan politik uang, tetapi diputuskan tidak memenuhi unsur. Pengawasan preventif dan represif yang dilakukan cukup efektif. Hal ini dibuktikan dengan hasil pengawasan dengan upaya pencegahan untuk meminimalisir pelanggaran dan pengawasan langsung pada semua tahapan pilkada serta menindaklanjuti temuan dan laporan palanggaran sesuai dengan undang-undang yang berlaku. Kata Kunci : Pengawasan Preventif dan Represif, Bawaslu dan Pilgub ABSTRACT Lampung governor election in 2018 was followed by 4 (four) candidate pairs, namely serial number 01 (Ridho-Bachtiar), serial number 02 (Herman-Sutono), serial number 03 (Arinal-Chusnunia) and serial number 04 (Mustafa-Jajuli). This study aims to determine the preventive and pepressive supervision of Bawaslu in governor election Lampung. This type of research is descriptive with a qualitative approach, file collection techniques through interviews and documentation. The results of this study indicate that preventive monitoring conducted by Bawaslu through; (a) prevention letter, in the form of prevention of violations given to all candidate pair and related parties. (b) coordination between institutions and related parties, in the form of coordination with election organizers, stakeholders and stakeholders. (c) coordination meeting, socialization and cooperation / MoU, in the form of coordination meeting on capacity building for election supervisors, dissemination of Bawaslu regulation on election stages, prevention of money politics to the public and quiet period monitoring patrol. (d) direct supervision, in the form of direct supervision in the place of campaign and voting place activities, supervision of direct supervision and monitoring in all districts/cities. Whereas repressive supervision, by following up on the results of preventive supervision in the form of handling violations of all reports and findings of alleged violations totaling 581 (five hundred eighty-one) reports and / or findings as well as carrying out the structured, systematic and massive administration session on the candidate pair report serial number 1 and candidate pair serial number 2 to the reported serial number 3 on alleged money politics, but it was decided not to meet the elements. Preventive and repressive supervision carried out quite effectively. This is evidenced by the results of supervision with prevention efforts to minimize violations and direct supervision at all stages of the elections and follow up on findings and reports of violations in accordance with applicable law.
