- Penelitian ini bertujuan untuk: (1) mengetahui dampak kebijakan penebusan pupuk subsidi program billing system terhadap efektivitas distribusi pupuk subsidi pada petani usahatani padi di Kabupaten Lampung Selatan; (2) menganalisis pengaruh program billing system terhadap produksi usahatani padi di Kabupaten Lampung Selatan; dan (3) menganalisis pengaruh program billing system terhadap pendapatan usahatani padi di Kabupaten Lampung Selatan. Penelitian ini menggunakan metode survei. Lokasi penelitian ditentukan secara sengaja yaitu dilima kecamatan yang ada di Kabupaten Lampung Selatan Provinsi Lampung yaitu Kecamatan Candipuro, Kecamatan Penegahan, Kecamatan Ketapang, Kecamatan Seragi, dan Kecamatan Palas. Responden sebanyak 77 petani terdiri dari 32 petani peserta billing system dan 45 petani nonpeserta billing system. Data dianalisis secara deskriptif kuantitatif dengan menggunakan distribusi frekuensi dan fungsi produksi cobb-douglas. Hasil penelitian menunjukkan bahwa: efektivitas distribusi pupuk subsidi pada petani anggota billing system lebih tinggi dibandingkan non-anggota billing system. Program keanggotaan billing system berpengaruh nyata terhadap produksi dan pendapatan usahatani padi di Kabupaten Lampung Selatan. Kata kunci: fektivitas, pendapatan, produksi, usahatani This study aims to: (1) determine the impact of the subsidized fertilizer redemption policy for the billing system program on the effectiveness of subsidized fertilizer distribution to rice farmers in South Lampung Regency; (2) to analyze the effect of the billing system program on rice farming production in South Lampung Regency; and (3) to analyze the effect of the billing system program on the income of rice farming in South Lampung Regency. This study uses a survey method. The research location was determined deliberately, namely in five sub-districts in South Lampung Regency, Lampung Province, namely Candipuro District, Penegahan District, Ketapang District, Seragi District, and Palas District. There were 77 respondents consisting of 32 farmers participating in the billing system and 45 farmers who were not participating in the billing system. The data were analyzed descriptively quantitatively using the frequency distribution and the cobb-douglass production function. The results showed that: the effectiveness of the distribution of subsidized fertilizers to members of the billing system is higher than that of non-members of the billing system. The billing system membership program has a significant effect on the production and income of rice farming in South Lampung Regency. Key words: effectiveness, income, production, farming
