- This study aims to analyze: 1) the level of the role of agricultural extension agents, 2) the level of institutional performance of farmer groups, 3) the level of RMU utilization in Bandar Lampung, 4) the relationship between the role of agricultural extension agents and the level of institutional performance of farmer groups in Bandar Lampung, 5) the influence of the level of performance of farmer group institutions, age, education level and farmer’s cosmopolitanism on the ulilization of RMU in Bandar Lampung City, and 6) the effect of RMU utilization on the income of rice farmers in Bandar Lampung. This research was conducted in the City of Bandar Lampung from February to March 2020 with 56 farmer respondents. Methods of data collection using survey methods, with descriptive analysis and non-parametric statistical tests of rank spearman correlation and simple linear regression to test the hypothesis. The results showed: 1) the role of agricultural extension agents on improving the institutional level of rice farmer groups receiving RMU assistance was quite good but there is a little lack of capacity of extension agents considering the effort to increase the understanding of farmers about developing RMU, therefore it is classified in the medium category, 2) the level of institutional performance of farmer groups in the use of RMU still needs to be improved and is in the medium category, 3) there were still farmers who did not use RMU, 4) there is a relationship between the role of agricultural extension agents and the level of institutional performance of farmer groups, 5) there is an influence of farmer group institutional performance, age, education level and farmers cosmopolitanism on the RMU utilization rate in Bandar Lampung, and 6) RMU utilization does not affect the income of member rice farmers in Bandar Lampung. Penelitian ini bertujuan untuk menganalisis: 1) tingkat peranan penyuluh pertanian, 2) tingkat kinerja kelembagaan kelompok tani, 3) menganalisis tingkat pemanfaatan RMU di Kota Bandar Lampung, 4) hubungan peranan penyuluh pertanian dengan tingkat kinerja kelembagaan kelompok tani di Kota Bandar Lampung, 5) pengaruh tingkat kinerja kelembagaan kelompok tani, umur, tingkat pendidikan dan kekosmopolitanan petani terhadap pemanfaatan RMU di Kota Bandar Lampung, dan 6) pengaruh pemanfaatan RMU terhadap pendapatan petani padi di Kota Bandar Lampung. Penelitian dilakukan di Kota Bandar Lampung pada Bulan Februari – Maret 2020 dengan 56 petani responden. Pengumpulan data menggunakan metode survei, dengan analisis deskriptif dan uji statistik non parametrik korelasi rank spearman dan regresi linier sederhana untuk menguji hipotesis. Hasil penelitian menunjukkan: 1) peranan penyuluh pertanian dalam meningkatkan kelembagaan kelompok tani penerima bantuan RMU termasuk cukup baik tetapi terdapat kapasitas penyuluh yang masih kurang dalam upaya meningkatkan pemahaman petani anggota tentang pengembangan RMU sehingga termasuk dalam kategori sedang, 2) tingkat kinerja kelembagaan kelompok tani dalam pemanfaatan RMU masih perlu ditingkatkan dan termasuk dalam kategori sedang, 3) masih terdapat petani yang tidak melakukan pemanfaatan RMU, 4) terdapat hubungan peranan penyuluh pertanian dengan kinerja kelembagaan kelompok tani, 5) terdapat pengaruh kinerja kelembagaan kelompok tani terhadap tingkat pemanfaatan RMU di Kota Bandar Lampung, dan 6) Pemanfaatan RMU tidak berpengaruh terhadap pendapatan petani padi anggota di Kota Bandar Lampung.
