- Pemungutan Retribusi Pengujian Kendaraan Bermotor telah ditetapkan oleh Pemerintah Daerah Kabupaten Lampung Tengah berdasarkan Peraturan Daerah Kabupaten Lampung Tengah Nomor 11 Tahun 2019 tentang perubahan kedua atas Peraturan Daerah Nomor 04 Tahun 2012 tentang Retribusi Jasa Umum yang tercantum dalam Pasal 31 yang berbunyi “dengan nama Retribusi Pengujian Kendaraan Bermotor dipungut atas retribusi pelayanan pengujian berkala kendaraan bermotor, termasuk kendaraan bermotor di air sesuai dengan peraturan perundang-undangan yang diselenggarakan oleh Pemerintah Daerah. Oleh karena banyaknya jenis dan merk kendaraan bermotor pada saat ini yang dipasarkan, Pemerintah Daerah khususnya Kabupaten Lampung Tengah perlu andil dalam pemeriksaan kendaraan bermotor sehingga layak dan aman dikendarai dijalur perhubungan diKabupaten Lampung Tengah. Permasalahan penelitian: (1) Bagaimanakah pemungutan retribusi pengujian kendaraan bermotor di Kabupaten Lampung Tengah? (2) Faktor penghambat apasaja yang dihadapi dalam pelaksanaan pengujian kendaraan bermotor di Kabupaten Lampung Tengah?Penelitian ini menggunakan pendekatan yuridis normatif dan yuridis empiris. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Data dianalisis secara kualitatif untuk memperoleh kesimpulan.Hasil penelitian ini menunjukkan: (1) pemungutan Retribusi Pengujian Kendaraan Bermotor Unit pelayanan oleh Dinas Perhubungan Kabupaten Lampung Tengah terakreditasi B dengan waktu pelayanan dari proses awal sampai akhir hanya dengan 28 menit yang dilakukan setiap enam bulan sekali dan mencapai target. (2) faktor penghambat yang dihadapi Dinas Perhubungan Kabupaten Lampung Tengah karena sebagian masyarakat malas melakukan uji berkala Kendaraan Bermotor yang disebabkan jaraknya terlalu jauh, masyarakat keberatan dalam membayar retribusi Uji KIR dan biasanya masyarakat harus meninggalkan usaha atau kegiatan lain saat akan melakukan uji berkala kendaraan bermotor. Kata Kunci : Pemungutan Retribusi, Kendaraan Bermotor, Kabupaten Lampung Tengah Collection of Motorized Vehicle Levies has been determined by the Central Lampung District Government based on the Central Lampung District Regulation Number 11 of 2019 concerning the second amendment to Regional Regulation Number 04 of 2012 concerning Public Service Levies listed in Article 31 which reads "with the name of Vehicle Testing Levies Motorized is levied on service fees for periodic testing of motorized vehicles, including motorized vehicles in water in accordance with the laws and regulations organized by the Regional Government. One of the regional revenues by the Regional Government of Central Lampung Regency for regional development is the Motorized Vehicle Testing Levies which are included in the Public Service Levies. Because of the many types and brands of motor vehicles currently being marketed, the Regional Government, especially in Central Lampung Regency needs to take part in the inspection of motorized vehicles so that it is feasible and safe to drive on the road of transportation in Central Lampung Regency. Research problems: (1) How is the collection of motor vehicle testing levies in Central Lampung District? (2) What are the inhibiting factors encountered in the implementation of motorized vehicle testing in Central Lampung Regency?This study uses normative and empirical juridical approaches. Data collection was carried out with literature and field studies. The data were analyzed qualitatively to obtain conclusions. The results of this study indicate: (1) collection of Motorized Vehicle Testing Service levies by the Central Lampung District Transportation Agency accredited B with service time from the beginning to the end of the process with only 28 minutes which is done every six months and achieve the target. (2) inhibiting factors faced by the Central Lampung District Transportation Department because some people are lazy to conduct periodic tests of Motorized Vehicles due to the distance is too far, people object in paying KIR Test fees and usually the community must leave their businesses or other activities when they are going to periodically test motorized vehicles .
