- Kondisi munculnya Pedagang Kaki Lima disebabkan adanya alternatif penunjang keberlangsungan hidup yang dipilih oleh masyarakat, namun pemerintah menilai selama ini kegiatan para PKL justru kurang terorganisir dan sering dianggap mengganggu. Permasalahan ini yang terjadi di Kabupaten Lampung Utara tepatnya di Pasar Pagi yang berlokasi di Kecamatan Kotabumi Kota. Pelanggaran akan peraturan, yaitu Pedagang Kaki Lima yang berada di Pasar Pagi menggunakan bahu jalan, trotoar dan perkarangan toko sebagai sarana dan tempat untuk berjualan, hal tersebut mengganggu ketertiban umum dan terlihat tidak rapih. Maka dari itu pemerintah mengadakan penertiban sebagai wujud implementasi kebijakan agar terciptanya ketertiban dan kebersihan wilayah Kabupaten Lampung Utara. Hal ini sesuai dengan tujuan yang hendak dicapai dalam penelitian ini yaitu Mengetahui implementasi Perda Nomor 8 Tahun 2009 tentang Penertiban Pedagang Kaki Lima di Pasar Pagi Kotabumi Lampung Utara. Metode penelitian yang digunakan adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Perda No. 8 Tahun 2009 terkait penertiban pedagang kaki lima di Pasar Pagi Lampung Utara dapat dikatakan belum sepenuhnya terimplementasi sebab pada Pasal 7 agar tidak menggunakan jalan dan trotoar sebagai tempat berdagang belum terpenuhi. Relokasi yang seharusnya dilangsungkan masih belum terwujud. Hal ini terbukti bahwa terkait dengan Peraturan Daerah Kabupaten Lampung Utara Nomor 08 Tahun 2009 Tentang Ketentuan Umum Kebersihan, Keindahan dan Ketertiban Dalam Wilayah Kabupaten Lampung Utara. Belum terpenuhi sebab dari pemerintah belum sepenuhnya melaksanakan relokasi pedagang kaki lima di wilayah Pasar Pagi Kotabumi. Kata Kunci : Implementasi Kebijakan, PKL, Penertiban. Conditions of Consideration Street Vendors indicate that there are survival support options chosen by the community, but the government considers that the activities of street vendors have been more difficult to organize and are often considered necessary. This problem that occurs in North Lampung Regency is located in Pagi Market which is located in Kotabumi Kota District. Violations will regulate, namely Street Vendors who depend on the Morning Market using the shoulder of the road, sidewalks and storefronts as a means and place to sell, this is in accordance with public order and looks not neat. Therefore, the government implements policing as a form of implementing policies in order to create order and cleanliness in North Lampung Regency. This is in accordance with the objectives to be achieved in this research, namely Knowing the implementation of Perda No. 8 of 2009 concerning Control of Street Vendors in the Morning Market Kotabumi, North Lampung. The research method used is descriptive research type with qualitative. Data collection techniques used were interviews, observation and documentation. The results showed that the Implementation of Perda Policy No. 8 of 2009 related to the regulation of street vendors in the North Lampung Morning Market could not be approved because applying Article 7 so as not to use roads and sidewalks as places to trade has not been fulfilled. The relocation needed is still not materialized. This is proven to be related to North Lampung Regency Regulation No. 08/2009 concerning General Provisions for Cleanliness, Beauty and Order in the North Lampung Regency. The government has not yet fulfilled the reasons for not completing the relocation of street vendors in the Kotabumi Morning Market area. Keywords: Policy Implementation, Street Vendors, Control.
