- Program Pendaftaran Tanah Sistematis Lengkap yang digelontorkan oleh Presiden Joko Widodo (Jokowi) dilaksanakan agar tanah memiliki kepastian hukum yang digunakan untuk meminimalisasi potensi konflik pertanahan. Tujuan penelitian adalah mengetahui sistem pengawasan dalam Program Nasional Sertifikat Tanah Sistematis Lengkap di Kota Bandar Lampung dan Teridentifikasinya faktor-faktor pendukung dan penghambat sistem pengawasan dalam Program Nasional Sertifikat Tanah Sistematis Lengkap di Kota Bandar Lampung. Tipe penelitian ini merupakan tipe penelitian deskriptif kualitatif, analisis data menggunakan analisis deskriptif. Hasil penelitian menunjukkan Sistem pengawasan dalam Program Nasional Sertifikat Tanah Sistematis Lengkap jika dilihat dari waktunya hanya dilakukan pengawasan represif. Objek pengawasan hanya dilakukan pada bidang produksi dan bidang keuangan. Berdasarkan subyek pengawasan dilakukan oleh pihak internal yaitu pihak Inspektorat dan pihak eksternal yaitu pihak Kepolisian. Cara mengumpulkan fakta-fakta dalam Program Nasional Sertifikat Tanah Sistematis Lengkap di Kota Bandar Lampung yang dilakukan oleh Badan Pertanahan Nasional Kota Bandar Lampung antara lain laporan lisan dengan cara rapat, laporan tertulis secara umum hanya dilakukan 1 tahun sekali melibatkan BPK tidak semua provinsi dan tidak ada pengawasan berdasarkan pengecualian. Faktor pendukung dalam PTSL antara lain fasilitas sudah lengkap untuk menunjang dan mendukung kegiatan PTSL mulai dari segi anggaran sudah dialokasikan, peralatan sudah cukup memadai, penyediaan peta dasar sudah cukup baik karena untuk survei lapangan diperlukan peta. Faktor penghambatnya adalah jumlah SDM terbatas untuk pelaksananaan kegiatan PTSL. This type of research was a type of qualitative descriptive research, data analysis using descriptive analysis. The results showed the supervision system in the National System of Complete Systematic Land Certificates when viewed from the time only carried out repressive supervision. The object of supervision was only carried out in the production and financial fields. Based on the subject of supervision carried out by internal parties, namely the Inspectorate and external parties, namely the Police. How to collect facts in the Complete Systematic Land Certificate National Program in Bandar Lampung City carried out by the Bandar Lampung National Land Agency, including oral reports by means of meetings, written reports generally only conducted once a year involving BPK, not all provinces and none supervision based on exceptions. Supporting factors in PTSL include complete facilities to support and support PTSL activities starting in terms of the budget already allocated, equipment was sufficiently adequate, basic map provision was good enough because for the field survey maps are needed.
