- Tata cara pelaksanaan izin usaha kepariwisataan secara ideal harus dilaksanakan sesuai dengan Peraturan Daerah Kota Bandar Lampung. Pada pelaksanaannya, masih ada kekeliruan dalam melakukan usaha pariwisata. Contohnya Izin usaha Rumah Minum/ Kafe yang diperuntukkan sebagai usaha pariwisata bidang makanan dan minuman, pada tengah malam berubah menjadi tempat diskotik. Permasalahan penelitian adalah:(1)Bagaimana pengawasan pelaksanaan izin usaha rumah minum/ kafe di Kota Bandar Lampung?(2)Apakah faktor penghambat dalam pengawasan pelaksanaan izin usaha rumah minum/ kafe di Kota Bandar Lampung? Penelitian ini menggunakan pendekatan yuridis normatif empiris. Pengumpulan data dilakukan dengan studi pustaka dan studi lapangan. Data dianalisis secara kualitatif untuk memperoleh kesimpulan penelitian. Hasil penelitian dan pembahasan menunjukkan:(1)Pengawasan pelaksanaan izin usaha rumah minum/ kafe di Kota Bandar Lampung:a)Tahap-tahap pengawasan yaitu pemeriksaan kelengkapan administrasi, pemeriksaan lapangan, penerbitan izin, memberikan teguran dan surat peringatan, serta pencabutan izin usaha, b)Berdasarkan Peraturan Menteri Pariwisata dan Ekonomi Kreatif Republik Indonesia Nomor 20 Tahun 2014 Tentang Standar Usaha Diskotik, Mixology Soju Bar & Brasserie merupakan usaha diskotik. (2)Faktor penghambat pengawasan pelaksanaan izin usaha rumah minum/ kafe di Kota Bandar Lampung: a)Keterlambatan dalam melengkapi izin, b)Minimnya peran serta masyarakat. Kata Kunci : Pengawasan, Izin, Kepariwisataan The procedures for implementing a tourism business permit should ideally be carried out in accordance with the Regional Regulation of Bandar Lampung City. In the implementation, mistakes are still madein doing a tourism business. For example, a Café business license which intended as a food and beverages business of a tourism business, turns into a discotheque by midnight. This research problems are: (1) How do you supervise the implementation of business licenses for cafés in Bandar Lampung? (2) What are the inhibiting factors in overseeing the implementation of business license for cafés in Bandar Lampung? This research uses an empirical normative juridical approach.Data collection was carried out with literature and field studies. Data were analyzed qualitatively to obtain research conclusions. Research and discussion results show that: (1) Supervision of the implementation of business license for cafés in Bandar Lampung: a) The stages of supervision are checking administrative completeness, field checking, issuing permits, giving warning and warning letters, and revoking business licenses, b) Based on the Regulation of the Minister of Tourism and Creative Economy of the Republic of Indonesia Number 20 of 2014 that concerns about Discotheque Business Standards, Mixology Soju Bar & Brasserie is a discotheque business. (2) The obstacle to a supervision of the implementation of business licenses for cafés in Bandar Lampung: a) A delay in completing the permits, b) The lack of community participation.
