- Untuk memenuhi kebutuhan tanah dilakukan pembebasan tanah yang pengadaannya dilaksanakan dengan mengedepankan prinsip yang terkandung di dalam Undang-Undang Dasar 1945 dan hukum tanah nasional (Undang-Undang Nomor 2 Tahun 2012 tentang Pengadaan Tanah Untuk Kepentingan Umum). Pemerintah Provinsi Lampung sebagai pelaksana kebijakan nasional tentang pengadaan tanah untuk kepentingan umum memiliki hambatan dalam pelaksanaan kebijakan tersebut. Berdasarkan hal tersebut, peneliti bermaksud meneliti mengenai Kebijakan Pelaksanaan Pengadaan Tanah Untuk Pembangunan Jalan Tol Trans Sumatera di Provinsi Lampung. Penelitian ini bertujuan untuk mengetahui konsep kebijakan pengadaan tanah nasional yang dilaksanakan oleh Pemerintah Provinsi Lampung dalam pelaksanaan pengadaan tanah untuk pembangunan Jalan Tol Trans Sumatera Di Provinsi Lampung. Peneliti melihat 3 (tiga) kegiatan pokok dalam kebijakan menurut Tachjan yaitu: (1) Perumusan Kebijakan. (2) Implementasi Kebijakan, dan (3) Pengawasan dan Penilaian Hasil Kebijakan dengan menggunakan Metode Analisa Logical Framework Analys untuk mendapatkan gambaran kesesuaian pelaksanaan kebijakan pengadaan tanah Pemerintah Provinsi Lampung dengan kebijakan pengadaan tanah nasional dengan menggunakan UU Nomor 2 Tahun 2012 tentang Pengadaan Tanah Bagi Pembangunan untuk Kepentingan Umum sebagai acuan. Hasil dari penelitian ini menunjukkan bahwa secara substansial pelaksanaan pengadaan tanah Pemerintah Provinsi Lampung tidak bertentangan dengan kebijakan pengadaan tanah nasional, namun realisasi pelaksanaannya mendapatkan hambatan secara teknis. Kedepan perlu disusun manajemen strategis dalam mendukung pelaksanaan teknis pengadaan tanah di daerah agar tim pelaksana dilapangan dapat bekerja lebih sistematis dan strategis dalam menghadapi hambatan yang muncul. ABSTRACT ABSTRACT POLICY FOR THE PROCUREMENT OF LAND PROCUREMENT FOR THE DEVELOPMENT OF SUMATERA TRANS TOLL ROADS IN THE LAMPUNG PROVINCE By Muhammad Aden Saputra To meet the needs of land, land acquisition is carried out with the procurement carried out by prioritizing the principles contained in the 1945 Constitution and national land law (Law Number 2 of 2012 concerning Land Procurement for Public Interest). The Lampung Provincial Government as the executor of the national policy on land acquisition for the public interest has obstacles in implementing the policy. Based on this, the researcher intends to examine the Policy on the Implementation of Land Acquisition for the Construction of the Trans Sumatra Toll Road in Lampung Province. This study aims to determine the concept of national land acquisition policy implemented by the Lampung Provincial Government in the implementation of land acquisition for the construction of the Trans Sumatra Toll Road in Lampung Province. Researchers look at 3 (three) main activities in policy according to Tachjan, namely: (1) Policy Formulation. (2) Policy Implementation, and (3) Monitoring and Evaluation of Policy Results using the Logical Framework Analysis Method to get a picture of the suitability of the implementation of the Lampung Provincial Government's land acquisition policy with the national land acquisition policy using Law Number 2 of 2012 concerning Land Procurement for Development for the Public Interest as a reference. The results of this study indicate that the implementation of land acquisition in the Lampung Provincial Government is substantially not in conflict with the national land acquisition policy, but the realization of the implementation is technically challenged. In the future, strategic management needs to be arranged to support the technical implementation of land acquisition in the regions so that the field implementation team can work more systematically and strategically in facing obstacles that arise Keywords : Policy, Implementation of Land Acquisition
